וְהַכְּלָבִ֣ים עַזֵּי־נֶ֗פֶשׁ לֹ֤א יָֽדְעוּ֙ שָׂבְעָ֔ה וְהֵ֣מָּה רֹעִ֔ים לֹ֥א יָדְע֖וּ הָבִ֑ין כֻּלָּם֙ לְדַרְכָּ֣ם פָּנ֔וּ אִ֥ישׁ לְבִצְע֖וֹ מִקָּצֵֽהוּ׃

Targum Jonathan on Isaiah

Yea, they are greedy dogs, they know not how to be satisfied; they are evildoers, they know not how to become wise: all of them go their own way, to rob the treasures of Israel.
